On 28 April, GIR's GHG Inventory Management Team convened a kick-off meeting for the estimation of ROK's 2026 regional GHG inventory that covers the period of 2010 to 2024. 



Since 2022, GIR has been estimating emissions from local provinces and cities in accordance with the Framework Act on Carbon Neutrality and Green Growth.

Areas of improvement in the regional GHG inventory were identified as follows:
- inconsistencies in activity data between regions (e.g. city gas data)
- over-estimation of emissions from transport in regions where car rental companies' HQ are located 
- inconsistencies in the use of methodology for emissions/removals of national GHG inventory and for reduced emissions from mitigation measures, and
- mitigation efforts by local governments not fully reflected in the national GHG inventory.




GIR aims to further enhance the quality of the regional GHG inventory by :
- collecting and analyzing activity data for quality control,
- updating regional GHG inventory guidelines for compilers at local governments, and
- improving GHG tools and activity data.



External advisors from Korea Environment Corporation (KECO), Korea Energy Economics Institute (KEEI), the Incheon Institute (II), the Seoul Institute (SI) were invited for feedback on how to increase accuracy of emissions data and reflect regional circumstances (e.g. industrial zone) in the GHG inventory.
