On 16-20 March 2026, the Technical Expert Review (TER) of the Republic of Korea's first Biennial Transparency Report (BTR) and 2024 National Inventory Report (NID) took place in Seoul. 



As the focal entity for the TER process, GIR communicated and worked in cooperation with the UNFCCC Secretariat and the Technical Expert Review Team (TERT) for submission of responses to preliminary questions and technical discussions between experts from home and abroad.

Coordinated by the UNFCCC Secretariat, a team of experts reviewed the BTR and NIR, which include ROK's implementation measures and national GHG inventory covering 1990 to 2022. 



Given that the GHG inventory is one of the key components of the review, experts from GIR's GHG Inventory Management Team prepared answers to questions from the TERT and elaborated further details during the in-person working session in Seoul on how ROK transparently estimates its emissions and removals in compliance with the corresponding IPCC Guidelines under the Convention and Paris Agreement.

GIR greatly appreciates an opportunity to receive constructive feedback from the TERT and the UNFCCC Secretariat on the progress of ROK's climate action, including mitigation policies and measures as well as GHG emissions data.
