ㅇ GIR prepares "Guidelines on the National GHG Statistics Measurement, Reporting, and Verification" and "Guidelines on Development and Verification of the country-specific GHG Emission Factors"
ㅇ GIR verifies country-specific GHG emissions factors and national/sectoral GHG inventory
ㅇ GIR established & coordinates overall plans for national GHG stastics management (in collaboration with relevent ministries)



Ⅱ. National Inventory Reports (NIR)

ㅇ GIR verifies & confirms GHG emissions level by category, prepares the Common Reporting Format (CRF), and publishes the National Inventory Report (NIR)


Ⅲ. National GHG Inventory Management D/B

ㅇ GIR operates & manages the national inventory reporting system in order to improve the quality of the national GHG inventory and data management


Ⅳ. National GHG Management System (NGMS)

ㅇ Build data base for Emission Report, Implementation Performance Reports, Application Form for Allocation of Allowances, Monitoring Plans, etc., for the Target Managment Scheme and the Emissions Trading Scheme, in order to support establishment of national GHG reduction policies

ㅇ Key functions

  - Prepare, submit, display and notify approval of Emission Report, Verification Reports, Application Form for Allocation of Allowances, and Monitoring Plans
  - Request, review, approve and appeal for/against additional allocations and allocation cancelation
  - Evaluate performances, to accredit allowances, and to manage early reduction performances


ㅇ Linked to the Emissions Trading Registry System to manage allowances
